PA required for up to 21 hours a week

We are looking for a PA for our mother who is 67 year old and has dementia.
We would like the ideal candidate to have previous dementia training/knowledge on dementia and a driving licence and use of own car to take our mum out for coffee, ice cream, to the shops, lunch or just to sit and keep her company at home if she decides she doesn't want to go out that day, because if it is raining she will not go out that day.
They must like dogs as we have a Alaskan malamute.
They must be ok with a smoky environment as our mum smokes.
Mum is a young 67year old that likes music, playing a piano and listening to trance music, 90s music and all dance music and absolutely loves meatloaf.
We want our mum to live the most independent life she can while shes still able to do so, which is why she requires someone who will basically be her friend and assist her to live life like this.
